Average transactions packed into a block, counting both vote (consensus) and non-vote (user) transactions. Non-vote count is the better proxy for real user demand; each transaction draws down the block's CU budget. Alpenglow, due on mainnet in October 2026, removes vote transactions from blocks: the vote series end then, and totals that include votes fall.
